Although the manifested intention in the request by the Valencian Parliament to
the CVC, as well as, in the posterior approval of the Law of creation of the
AVL (Academia Valenciana de la Llengua), had been to separate from the politics
of the Valencian linguistic issue, the final result have been the opposite,
because:
The CVC did not dictate but only wrote a political negotiation between the most
important politicians of the two major political parties (PP-PSOE). This
political negotiation has appeared in Valencian newspapers.
The major political parties did not arrive to a consensus but were able to
come to an agreement (as a commercial transaction). Only the two major parties
and their affiliates made this negotiation. Proof of this is the public
declaration that only the PP and PSOE, and their affiliates are satisfied with
the agreement and the rest ones are not.
Only politicians (autonomic representatives) have approved the law of creation
of the AVL.
The election and appointment of the future 21 members of the AVL will be
absolutely and solely political.
The creation of this new organism (AVL) will not solve the problem of the
Valencian linguistic conflict but instead it will replace, by political ways,
the unique legitimated institution to codify the Valencian language: the RACV.
All this process obeys to a political interest to preserve the nation
government pact between Aznar-Pujol to preserve the supposed "unity of the
language" that Pujol pursues. For this reason the report is full of
ambiguities, subterfuges and periphrasis to avoid dealing with the real
interests and objectives of this law. One year before the request of the bill
to the CVC, Zaplana had already initiated the 3rd-party contacts
(1) Madrid-Barcelona-Valencia and had already
decided the creation of this new normative institution

"Jordi Pujol advised Aznar that he will not allow attacks against the unity of
language …J. Pujol reaffirmed his defense of the Catalan language in all of its
variants and advised that he will not permit attacks, regardless of the
authors, against this unity of the language"
(3).
"CIU invites the Popular Party to uphold the linguistic unity"
(4).
Pilar Raola: "CiU must break with Aznar's government if PP upholds the
Valencian language" (5).
"Zaplana does not reveal his secret contacts with Pujol because they are in the
private ambit" (6).
"La Generalitat de Catalunya supports Zaplana's idea of creating a new
linguistic authority" (7).
The same sentence of the Supreme Court on the 20th of November 1992 in favor of
Alternativa Universitaria and against the University of Valencia on the issue
of the linguistic conflict recognized the political dimension
(8)of taking place. "The crucial point of this
issue is not academic or linguistic and both parties are aware of this: the
crucial point of this issue is political and we have to start recognizing it
in order to avoid using useless euphemisms. The crucial point constitutes a
manifestation of a major disagreement that exists in Valencian society dating
back several years...obviously, the Valencian language have other dimensions
besides the scientific and academic ones, it has a political dimension"
A comprehensive article published in the newspaper Levante (July 19th 1998)
titled: "The tailors of the bill- Long term Strategies" says: "The linguistic
agreement was made triangularly between Valencia-Madrid-Barcelona". This
article indicates clearly that the members of the CVC have not been more than
puppets obeyed to interpret a farce. (9)
In conclusion, once recognized that one of the dimensions of the problem is
political, we have to agree in the legitimization, as well as, the obligation
of Union Valenciana to show by political ways the disagreement in this point
and the demands of the cultural and civic Valencian entities defenders and
diffusers of the Valencian language that persists in the Valencian people.

the regulatory linguistic norms of ¨El Puig, June 13th¨, and therefore before
the ¨request¨ to the CVC, the agency EFE, Europe Press, El Pais CV published
the following news: ¨The Catalunya government trough Xavier Trias, applauded
the intention of the President of the Valencian government, Eduardo Zaplana,
of creating an organism with linguistic authority. Trias claimed that this
organism should be created according to the Institute of Catalan Studies
since we all have the same language, it is logical to look for procedures
to approach positions.

by long-term political interests. The three base objectives of the president
of the Generalitat, Eduardo Zaplana are: two personal and one strictly
electoral. Besides that Zaplana has implied that he only wants to be the
autonomic president between two legislations, he also wants to be the
president who has solved the linguistic problem. His objective is to win
the confidence of Jordi Pujol and Aznar to follow his political career
outside Valencia .
